Winchester’s annual town election has so far been a slow day for poll workers. People trickled in throughout the day to cast their votes.As of 3 p.m., the voter turnout averaged 10 percent throughout eight precincts, according to the Town Clerk’s office. By 3 p.m. Precinct 3 had the most voters -- 243, and Precinct 8 had the fewest -- 117 voters.
